B-BYWP-command-seam-unresolved-fresh-worktree

Every new worktree that has not run bun install at the root fails the guard-control-chars commit hook with an unresolved import. The hook tries to load @sksizer/command-seam and exits with a dependency error until the install step runs.

A related known instance of the same class: #1569 added @sksizer/detect-runners, and any worktree that has not installed since fails every commit with an error that names an op-registry problem rather than a missing install. The pattern shows that internal workspace packages added to the monorepo are not properly linked or cached, requiring a full bun install before any worktree becomes functional.

B-AAQ5-backlog-ephemeral-worktree-node-modules documents the same root cause at a different call site — the ephemeral commit-worktree sdlc backlog create uses.

Fresh worktrees are blocked from making any commit until bun install completes. This creates friction for parallel work, CI contexts where worktrees are ephemeral, and new team members. The error message names the import problem, not the root cause (missing install), leaving it to guess-and-test diagnosis.
