Several SKILL.md files repeat the same procedural blocks verbatim. The skills/CLAUDE.md rule says to
factor shared procedure into solutions/ontological/conventions/
Named pairs found during the #1690 sweep: find-quality-checks and find-worktree-init share a procedure, and milestone-new / standard-new / task-new share another.
This is the one carve-out that survives the D-VSLI cutover. The broader skills-prose sweep was abandoned (B-6Z0H, B-DHKB, B-PUHO, B-LJMW, closed 2026-08-16) because D-VSLI makes SKILL.md a generated head, so prose polishing goes inert. Factoring shared procedure into conventions/ does not — the convention file outlives the generated head. That is why this is worth doing when the polishing is not.
