The Milestones section of docs/index.md is captioned “Milestones are product
releases; order is ascending version.” That is accurate as far as it goes.
milestoneOrder in solutions/ontological/lib/services/docs/generate.ts keys
on version, and a versioned milestone always sorts ahead of an unversioned one.
What the caption does not say is where the unversioned ones land, and they are most of the table. Those rows sort last, tie-broken by id, which is why the section reads as id-ordered to anyone scanning it.
The caption should say so. The generator is correct and needs no change.
