determined-platform keeps PREVIEW_TARGETS, a hand-maintained list of publish destinations that
the desktop’s Install dialog and the skill page’s publish results read. agent-adapt-core keeps
KNOWN_TARGETS, the canonical vocabulary the core validates ap-targets against. They are
maintained separately, and adding the Copilot destination required editing both.
Derive the platform list from the core’s, or expose the core’s list through the wire, so a
destination added in one place cannot go missing in the other. Add a test that fails when the two
disagree, the way SCOPE_CAPABLE_METHODS is checked against the generated transport.
