export_skills (the marketplace build) carries a plugin’s commands alongside its skills on the
Claude Code root. project_plugin, the single-destination “install a plugin as a pack” path in
agent-adapt-core/src/publish.rs, still marks every command not_carried.
Unify the two so an installed pack carries commands wherever the destination’s plugin format has a
place for them. That needs the Claude Code and Codex plugin manifest schemas verified against the
install path, and render_plugin_manifest’s call sites updated. Until then the plugin page’s
Commands badge reads “not carried” for the install path only.
