Create a facility to schedule particular tasks, as well as defining some sort of repeating tasks.
For example, periodically updating dependencies (but only after dependencies settle to avoid supply chain attacks).
Closed 2026-08-16: absorbed by ledger phase E6 of D-VSLI-distributed-work-runner-architecture. The engine’s trigger service turns cron schedules and watch predicates into activations, so a scheduled or repeating job is a process registration carrying a trigger declaration, not a new facility.
