B-CSHR-sdf-startup-check

When SDF opens in a browser and something it needs is missing, it should say so at once, on one screen, before the app’s panes try to load.

Today the app mounts everything and each pane discovers the problem alone. With no platform token there is a banner (#2546), but a rejected token, an unreachable dashboard server, no registered project and an sdlc CLI that cannot read the project each show up as a different message in a different place, or as an empty pane.

A short startup check that runs once and reports the first thing that is wrong, with the fix:

  • no platform token, or the token is rejected;
  • the SDF API or the dashboard server does not answer;
  • no project is registered or focused;
  • the sdlc CLI that SDF resolved cannot read the project (B-X0EC-sdf-stale-sdlc-cli).

The panes do not need protecting; this is about telling the operator quickly, not about gating access.
