B-LHXE-vault-search-access-plane-location
Three planning files say the vault-search access plane lives at the repo root. It does not: determined-index/src/config.rs:109-124 resolves it through fleet’s config home, machine-local and outside both the vault and the checkout. It is a security-control location, so the wrong one is worth correcting even in a frozen tree.

The four source-side copies were fixed in #1690 — api/v1/search.rs, backends/node/search.rs, determined-core/src/ports/search.rs, ports/vault_index.rs. The planning tree was excluded from that sweep by design, so these three were left.
