‘pre-existing findings’ computation between quality/ops/run.ts and baseline/diff.ts into
baseline.ts; split run.ts’s 200-line handler; add the missing test for verify/ops/changes.ts.

Acceptance criteria
Section titled “Acceptance criteria”- AC-1: One function in baseline.ts computes pre-existing findings, called from both run.ts and diff.ts.
- AC-2: run.ts’s handler is split into smaller functions, none as large as the original 200-line one.
- AC-3: verify/ops/changes.ts has a test where none existed before.
