code in services: tcpProbe, projectRegistry() singleton, the void existsSync lint-silencer in
task/ops/inflight.ts.

Acceptance criteria
Section titled “Acceptance criteria”- AC-1: tcpProbe is removed from dashboard/server.ts.
- AC-2: The projectRegistry() singleton is removed from project-registry.ts.
- AC-3: The void existsSync lint-silencer is removed from inflight.ts, replaced by a real fix or a documented eslint-disable if still needed.
Out of scope
Section titled “Out of scope”- none
All three ACs are complete. AC-3 (void existsSync lint-silencer) was removed
from inflight.ts in an earlier pass. AC-1/AC-2 were deferred pending P12’s
dashboard/ ownership handoff; P12 is now merged to main, so tcpProbe (dead,
only referenced by its own void lint-silencer) and the projectRegistry()
singleton (dead, no importers anywhere — createProjectRegistry() and
ProjectRegistry stay in use) were both removed from
lib/services/dashboard/{server,project-registry}.ts.
