services/docs/generate.ts builds IndexData with a hard-coded milestones section and per-kind
imports. The definition package owns docs generate, so it cannot know the execution kinds.
Proposed
Section titled “Proposed”Each kind declares its index section and ordering. The generator iterates the composed kinds. The milestones section is declared by the milestone kind.
