solutions/ontological/skills/<slug>/SKILL.md, a dev-on-plugin concern
no downstream consumer needs. Per the Phase-4 audit’s move-out
recommendation, it belongs in repo-level tooling rather than the
general skill set every consumer’s built plugin ships.

Acceptance criteria
Section titled “Acceptance criteria”- AC-1: update-skill-doc no longer ships as a general sdlc skill under solutions/ontological/skills/ (moved to repo-level tooling, e.g. scripts/ or a repo-scoped skill directory).
- AC-2: No downstream consumer’s built plugin includes update-skill-doc.
- AC-3: Whatever relocated it still works when invoked from this repo (the dev-on-plugin workflow it served is unbroken).
