OpenerCatalog trait, SystemOpenerCatalog, per-OS reveal, eligibility predicate) tangled with
five determined-local imports. Pumice ports about forty lines in T-985N-vault-ontogen-ops. Once
both call sites are stable, extract the core to packages/rust/opener-catalog and rewire both.
