Goal

sdlc currently identifies itself via .claude-plugin/plugin.json and per-skill skills/<name>/SKILL.md files — its own hand-rolled shape, distinct from the canonical agent-pants vault shape that pr-tools/ dev-agent already use (a vault note per plugin/skill under content/agent-vault/, built by agent-pants build into published/marketplaces/sksizer). Phase 3 inverts sdlc onto that same canonical model as one hard cutover, so it publishes through the same pipeline as every other plugin instead of its own bespoke export path.

Today

solutions/ontological/.claude-plugin/plugin.json declares the plugin; each of the ~42 directories under solutions/ontological/skills/ holds its own SKILL.md. Neither shape carries ap-kind/ap-plugin frontmatter or lives under content/agent-vault/.

Proposed

A sdlc.md plugin note (with ap-kind: plugin, ap-plugin: sdlc or the equivalent frontmatter shape) replaces .claude-plugin/plugin.json as the source of plugin identity; each skills/<name>/SKILL.md becomes a <name>.md vault note carrying ap-kind: skill/ap-plugin: sdlc frontmatter; a marketplace-sdlc marketplace note is added alongside so the plugin is addressable under its own future public marketplace.

Approach

1. Write the sdlc.md plugin note with the frontmatter shape agent-pants expects for a plugin note (matching the dev-agent/pr-tools notes’ ap-plugin convention), carrying over the fields .claude-plugin/plugin.json declares today (name, description, version).
2. For each skill under solutions/ontological/skills/, convert SKILL.md to <name>.md, adding ap-kind: skill and ap-plugin: sdlc frontmatter while preserving the body content verbatim.
3. Add the marketplace-sdlc marketplace note declaring sdlc as its one plugin.
4. Confirm agent-pants build (once the nested agent-pants.yaml from the build-config task exists) picks up the converted notes and produces an output tree structurally equivalent to today’s .claude-plugin/skills/ layout.

Acceptance criteria

• AC-1: solutions/ontological/.claude-plugin/plugin.json no longer exists; an sdlc.md plugin note carries the same name/description/version.
• AC-2: Every skill directory (moved to the nested vault under solutions/ontological/plugin/plugins/sdlc/skills/) has a <name>.md note (not SKILL.md) with ap-kind/ap-plugin frontmatter set.
• AC-3: A marketplace-sdlc marketplace note exists and lists sdlc as a plugin.
• AC-4: agent-pants build succeeds against the converted notes with no missing-frontmatter errors. Unverified here — no build config points at the nested vault yet; pending T-CIAA’s solutions/ontological/agent-pants.yaml.

Out of scope

• Publishing marketplace-sdlc publicly (that is Phase 14, a gate).
• Changing any skill’s actual instructions/body content — this is a structural rename only.
