Goal

The /sdlc:task-work Step 3b pre-flight permissions probe reads static settings and can report hard permission gaps that are false positives when the flagged tool families already ran successfully earlier in the same session. This wastes operator attention on non-issues and erodes trust in the probe. Close the gap so the probe reconciles against tools already exercised this session — spawned from T-1GIL-vendor-c0004-projection-fixture in git@github.com:sksizer/markdown-contract.git.

From the originating post-mortem: The Step 3b pre-flight permissions probe reads static settings and reports hard gaps (e.g. Bash(bun:*), Write, Edit) that are false positives when those tool families already ran successfully this session. The probe should reconcile against tools already exercised this session — down-weighting or clearing a gap for a family observed working — or task-work should treat a demonstrated-working family as covered.
