T-FW23-rebase-and-merge-the-foreman-implementation-stack-bottom-up

State: planning/proposed · Impact: medium · Complexity: medium

Five stacked PRs implement the dispatcher tick, git-ref coordination, agent and child-process executors, and the lifecycle CLI. They have been open since late August and merge cleanly in a test merge, but need a rebase, a green CI run, and a bottom-up merge before any SDLC adapter work can start.

Each PR is rebased onto main in stack order, its verification block re-run (cargo test -p foreman, clippy, fmt, doc, codegen drift), and merged. The ten task files the stack carries land with it and close.

  • AC-1: All five PRs are merged and cargo test -p foreman passes on main.
  • AC-2: moon run foreman:codegen-drift reports no drift on main.
  • AC-3: The ten stack task files exist on main with their acceptance criteria checked.
  • Any new engine feature.
  • Remote authority sync for the git-ref store.
  • none
