Add an sdlc entry to publish-libs.json with an assemble hook,
extend release-lib/publish-lib.yml to run it, and move the npm
binary release to a mirror-side release.yml.

- Extend release-lib/publish-lib.yml to invoke the hook.
- Move the npm binary release step into a new mirror-side release.yml.

Acceptance criteria
Section titled “Acceptance criteria”- AC-1: publish-libs.json has an sdlc entry with an assemble hook.
- AC-2: A dry-run of release-lib exercises the assemble hook.
- AC-3: The npm binary release step lives in the mirror-side release.yml, not this repo’s workflows.
