Definition
Section titled “Definition”One of the eight things the control plane does: adopt, model, observe, decide, act, steer, coordinate, record. Each is one named capability directly under the control-plane root.
Contrast

capability can be given; their grain is subsystem, and other subsystems exist that are not
functions. Not a function in code.
The functions are C-0051 Adopt, C-0052 Model, C-0053 Observe, C-0054 Decide,
C-0055 Act, C-0056 Steer, C-0057 Coordinate and C-0058 Record. They are specific
to the control plane; another root would have its own top-level breakdown.
