B-DQXW-delete-workflow-designer-and-vault-backup-cli-dirs

T-09DA-retire-workflow-designer-and-vault-backup deleted the Nuxt dashboard half of solutions/determined/apps/workflow-designer. The CLI half stays because determined-platform still runs it as a node sidecar. This item tracks the rest of the deletion.

The backup half of this item is done: “Serve backup from the Rust arm” (T-GHKW) flipped Capability::Backup to the Rust arm and deleted apps/vault-backup with it.

What is left

apps/workflow-designer/cli.ts, lib/, the node --test suites, package.json, README.md, tsconfig.json.
The flows entry in solutions/determined/packages/family-cli/cli.ts.
The solutions/determined/package.json scripts flows:check, flows:render.

What gates the deletion

Capability::Flows flipping to the Rust arm (determined-authoring, which owes a span-preserving splice for the byte-preserving serializer). See the header of solutions/determined/crates/determined-platform/src/backends/node/flows.rs.
solutions/determined/docs/planning/rust-backends/ARCHITECTURE.md section 3 (the toggle and its expiry) schedules the node arm for deletion in the PR that flips its capability.

What deletes with it

SidecarApp::Flows in solutions/determined/crates/determined-platform/src/sidecar.rs, and backends/node/flows.rs.
The flows entry in packages/family-cli/cli.ts.
The determined root scripts flows:check, flows:render.
The determined-authoring differential-fuzz copy instructions in solutions/determined/crates/determined-authoring/tests/differential_fuzz.rs, which read apps/workflow-designer/lib/*.ts. The golden fixtures in src/golden_tests.rs were captured from that TypeScript and need a new home or a note that the source is gone.
