Merge over onto base per the module’s rule: objects key-wise, scalars and
arrays wholesale.
Non-mutating in both directions: neither argument is touched, and the result
shares no object or array with either of them — including branches over
never mentioned. Mutating a loaded config must not reach back into
DEFAULT_CONFIG.
