The policy @sksizer/sdlc-tool’s policyExecGate decides trust over, on
top of the marker store waypost trust writes to. USER LAYER ONLY — see
the module docblock’s “trust IS THE SAME EXCEPTION” note; a project-layer
entry is dropped before the merge, with a warning.
