A copy of catalog with its reports in the configured order.
Shared for the same reason the subcommand is: two CLIs each ordering their own reports is two places to forget, and forgetting is what leaves one surface listing runners in a different order from another. Non-mutating — a caller may still hold the catalog it passed in.
